Nauset/North Beach Open to Over Sand Vehicles Chatham’s section of Nauset Beach (commonly known as North Beach) reopened to Over Sand Vehicle (OSV) travel at noon on Thursday August 7th. This decision followed a careful review of current nesting activity by Town staff and confirmation that conditions now allow for travel. Nesting activity by state and federally protected shorebirds, including Piping Plovers and Least Terns, is still present in some areas of the beach. However, chick fledging and changes in nest locations permit the reopening of OSV routes while remaining in compliance with the regulations. Access may be restricted in designated areas. OSV permit holders are reminded to follow all posted signage and instructions from beach staff. Daily monitoring will continue, and additional areas may be reopened (or closed) as conditions change. We appreciate the continued patience and cooperation of OSV permit holders and beach visitors this season as we work to protect these vulnerable shorebird species.

August 12To consider amendments to the Water Rules and Regulations Article VI.15.b.ii, currently stated as: ii. On or After January 1, 2020 1. In the case of a first violation, a written Warning to the property owner of record by certified mail return receipt requested. 2. In the case of a second violation after 7 days have elapsed following a written Warning, a fine of One Hundred dollars ($100). 3. In the case of a third violation after 7 days have elapsed following a 2nd Violation, a fine of Two Hundred dollars ($200). 4. In the case of a fourth or more violation(s) after 7 days have elapsed following a third violation, shall result in disconnection of the irrigation system water meter. To be amended to read as follows: ii. On or After January 1, 2020 - For all irrigation systems that are noncompliant after this date, a written Warning to the property owner of record shall be sent prior to the imposition of any fines. Such letter shall set forth a requirement that the process for installation of a second meter, as prescribed by the water department, commenced within thirty days from the date of the letter, and completed within ninety days following commencement of the process.
- In the event that a property owner fails to comply with the foregoing requirements (either commencement of the process or installation of the meter), a fine of Three Hundred dollars ($300) may be imposed for each day of non-compliance.
- In addition to monetary fines, the Department, by and through the Select Board, may initiate suit in a court of competent jurisdiction to enforce the requirements of this bylaw. Such suit may include, but not be limited to, a request for an immediate disconnection of any irrigation system.
And; To consider implementing updated water rates no sooner than the start of the second summer quarter of 2025 for households with irrigation systems but without a separate irrigation meter to be billed based on an estimated usage split – 80% of total water consumption billed at the higher irrigation rate and 20% at the standard household rate, once the Town has the capability to implement such billing. August 19To consider a petition from NSTAR Electric Company d/b/a Eversource Energy to install one (1) manhole 10239/010 and 97’ +/- of 2-4” conduit. This construction is necessary to provide new underground service to the customer located at 38 Sandy Shoes Lane. September 2To consider, as Water & Sewer Commissioners, a request for additional sewer flow at 16 Seaquanset Road, West Chatham September 16To consider installation of two (2) rapid flashing beacons on Sam Ryder Road at the intersection of Sam Ryder Road and the Old Colony Rail Trail. Select Board Action – August 5thThe Select Board held three public hearings at its meeting on August 5th. The Board approved a petition from NSTAR Electric Company d/b/a Eversource Energy to install 50’ +/- 1-3” conduit and one handhole 57/HA10 to provide new underground service to 161 Old Queen Anne Road. The Board did not approve a request to place two temporary speed bumps on Kent Place from May through October as recommended by the Traffic Safety Committee. The Board instead directed the Town Manager to assign staff to explore dead-ending Kent place to reduce traffic on the street. The Board granted a new Annual Entertainment License for Hey Joe & Jam, 16 Seaquanset Road, West Chatham for live indoors and outdoor amplified music. The Select Board approved the use of Town Property and One Day Entertainment Permit for Monomoy Yacht Club’s annual beach party at Harding’s Beach, 1st parking lot, on Wednesday, September 3rd. The Board approved the Use of Town Roads, Use of Town Property, Sale of Goods on Town Property, and a One Day Entertainment Permit for the Chatham Turkey Trot event on November 27th and pre-registration pick-up at the Community Center on November 26th. The Board approved entering into a Commonwealth Site Readiness Program Technical Assistance Grant Agreement, for $175,000 for the design and engineering of the access roadway for affordable and attainable housing development at 0 Meetinghouse Road. The Board made the following appointments and re-appointments: Council on Aging Board of Directors - Cindy Kreisher Cape Cod National Seashore Federal Advisory Commission – John Whelan Public Ceremonies – Ted Miller and Brian Miner Conservation Commission Representative to the Community Preservation Committee – Karen Lattin The Board entered Executive Session to consider the purchase, exchange, lease or value of real property (31 Meetinghouse Road) and did not return to open session. Music on the Veranda Series ContinuesThe Chatham Marconi Maritime Center will host a free-to-the-public music performance next Wednesday, August 13th, from 4:30 p.m. to 6:00 p.m. on the front lawn of the historic "Hotel Nautilus," 831 Orleans Road in North Chatham. Weather permitting, this concert will feature steelpan artist, Jeffery Clayton, of PanNeubean Steel. With a soulful blend of reggae, soca, and calypso, he specializes in showcasing the beautiful sounds of the Islands. Come and join us for a relaxing late afternoon of vibrant, rhythmic, and fusion-based tropical sounds. Bring a blanket, chairs, snacks or a picnic supper to this family-friendly concert. The performances are open to the public with no admission fee but a donation of $5 per person or $15 per family is suggested to help support the mission of the Marconi Center and more events like this in the future. Celebrating the Arts in ChathamThe Chatham Chamber of Commerce and community partners are celebrating Art Week from August 10th through August 17th. Look for special events and classes throughout the week at the Creative Arts Center and local galleries. From 5 p.m. to 6 p.m. on Wednesday, August 12th meet this year’s “Art in the Park” artists in Kate Gould Park to discuss the inspiration and creative process for their shark or whale. The culmination of Art Week will be the Festival of the Arts from August 15th-17th in Chase Park. This juried festival showcases the works of 120 fine artisans. Exhibits will be open 10 a.m. to 5 p.m. each day, admission is free, but donations are accepted at the entrance on Cross Street.

“Suddenly In Command” Class OfferedWhat happens if the captain of the boat you are riding in becomes incapacitated or falls overboard? Or, have you purchased a boat for the first time? You are “Suddenly in Command.” The Chatham Flotilla of the U.S. Coast Guard Auxiliary will offer a special boating safety class, “Suddenly in Command” on Wednesday, Aug. 20 at 5:45 p.m. at the Chatham Community Center. The class is designed specifically to prepare those who are not generally at the helm for on-the-water emergencies. The three-hour emergency skills course is intended for family members or other less experienced recreational boaters, to provide information on various types of recreational vessels, boating nomenclature and operating principles such as starting the engine, basic boat handling and on-board equipment. The session will also include common causes of boating mishaps and how to minimize them. To enroll in the course, go to the Chatham Flotilla website: www.chathamcgaux.org and follow the link to “Boating Courses.” Class fee is $30 for all participants and may be paid by PayPal, or credit or debit card via PayPal. Course materials will be provided to class members at the Community Center. Participants are encouraged to arrive at least 15 minutes prior to the class, as instruction will begin promptly at 5:45 p.m. The Coast Guard Auxiliary is the uniformed volunteer component of the U.S. Coast Guard and supports the Coast Guard in nearly all its service missions. In nautical terms a mainsheet is the line connected to the boom which allows a sailor to control the speed of a boat. We think that is fitting for an e-newsletter that can be used to quickly send out important information to our community or at a more leisurely rate for less pressing matters.
